TOPIK Writing Tips for Questions 53 and 54: Use the Plain Declarative Form Correctly
If you are preparing for TOPIK II Writing, one of the first things you should master is the plain declarative form (평서형/해라체).
This was actually one of my own writing mistakes: I knew how to write in Korean, but I did not always maintain the appropriate written sentence style in Questions 53 and 54. I sometimes used endings such as -요 or -습니다/-ㅂ니다, which are common in everyday or formal spoken Korean.
For TOPIK Writing Questions 53 and 54, however, you should write in the plain declarative style, using endings such as -다, -ㄴ다, -는다, -이다, -하다 and their appropriate past/progressive forms.
So before worrying about complicated grammar, make sure your sentence endings are consistent.

1. What Is the Plain Declarative Form?
The plain declarative form is a Korean sentence style used to state information, facts, opinions, observations, and arguments in a direct written manner.
For example:
한국의 1인 가구 수가 증가하고 있다.
The number of single-person households in Korea is increasing.
이 문제는 사회적으로 중요한 문제이다.
This issue is an important social issue.
정부는 이러한 문제를 해결해야 한다.
The government should solve this problem.
Notice that these sentences do not end in -요 or -습니다.
Instead, they use written-style endings such as:
- -다
- -ㄴ다
- -는다
- -이다
- -하다
This is the style you should become comfortable with when writing TOPIK answers.
2. Why Does This Matter in TOPIK Questions 53 and 54?
Questions 53 and 54 require written Korean, not conversational Korean.
Question 53
Question 53 usually requires you to describe information presented in a graph, table, diagram, or other visual material.
Your job is to:
- describe the information objectively
- compare data
- mention increases and decreases
- explain important changes
- organize the information logically
For example:
❌ Conversational style:
2010년에는 30%였어요. 하지만 2020년에는 50%로 증가했어요.
Better for TOPIK writing:
2010년에는 30%였으나 2020년에는 50%로 증가했다.
The meaning is almost identical, but the sentence style is different.
Question 54
Question 54 requires a longer argumentative essay. You need to introduce a topic, explain your position, provide reasons or examples, and reach a conclusion.
For example:
❌ Conversational:
인터넷은 우리 생활에 매우 중요해요. 하지만 인터넷을 너무 많이 사용하면 문제가 생길 수 있어요.
Better:
인터넷은 우리 생활에 매우 중요한 역할을 한다. 그러나 인터넷을 지나치게 사용하면 여러 가지 문제가 발생할 수 있다.
Again, the important difference is the written declarative style.
3. Do NOT Mix Sentence Styles
This is one of the easiest mistakes to make.
For example:
현대 사회에서 인터넷은 매우 중요합니다. 하지만 인터넷을 지나치게 사용하면 문제가 발생할 수 있다.
Here, two different styles are mixed:
- 중요합니다 → 합니다체
- 발생할 수 있다 → plain declarative style
For TOPIK writing, avoid this kind of inconsistency.
Instead:
현대 사회에서 인터넷은 매우 중요하다. 하지만 인터넷을 지나치게 사용하면 문제가 발생할 수 있다.
Or, more importantly for Questions 53 and 54, keep your answer consistently in the plain written style.
4. Plain Declarative Forms You Need to Know
The exact ending depends on whether you are using a verb, adjective, or noun.
Adjectives → -다
Adjectives generally use -다 in the present plain declarative form.

Examples:
이 문제는 매우 중요하다.
이러한 변화는 사회적으로 큰 의미가 있다.
이 방법은 효과적이다.
Do not add -ㄴ다/-는다 to adjectives.
❌ 중요한다
❌ 어렵는다
❌ 많는다
5. Action Verbs: -ㄴ다 / -는다
Action verbs are slightly different.
The basic pattern is:
Verb stem ending in a vowel → -ㄴ다
가다 → 간다
보다 → 본다
배우다 → 배운다
증가하다 → 증가한다
Verb stem ending in a consonant → -는다
먹다 → 먹는다
읽다 → 읽는다
받다 → 받는다
만들다 → 만든다
There is an important exception to remember with ㄹ-ending stems.
The ㄹ is dropped before -ㄴ다:
만들다 → 만든다
살다 → 산다
알다 → 안다
6. What About Past Tense?
The plain declarative style is not limited to the present tense.
You will frequently need past tense when describing graphs or historical changes.
The basic ending is:
-았다 / -었다 / -였다
Examples:
증가했다
감소했다
높아졌다
낮아졌다
나타났다
시작되었다
For example:
2010년에는 20%였지만 2020년에는 40%로 증가했다.
This is exactly the type of sentence that can be useful in Question 53.
7. What About Nouns?
When a sentence ends with a noun, use:
Noun + 이다
중요한 문제이다.
사회적 현상이다.
하나의 원인이다.
If the noun ends in a vowel:
의사이다 → 의사다
문제이다 → 문제다
Past tense:
문제였다
원인이었다
중요한 변화였다
Examples:
이것은 매우 중요한 문제이다.
이러한 현상은 사회적 변화의 한 부분이다.
8. What About -고 있다?
The plain declarative style can also be used with progressive expressions.
For example:
인구가 증가하고 있다.
인터넷 사용자가 계속 늘어나고 있다.
이러한 현상이 점점 확대되고 있다.
Notice that 있다 itself is in the plain declarative form.
You do not need to change it to 있어요 or 있습니다.
9. Question 53: Useful Plain Declarative Expressions
For Question 53, memorize written expressions that you can reuse.
Describing increases
증가했다.
증가하고 있다.
늘어났다.
높아졌다.
상승했다.
Describing decreases
감소했다.
감소하고 있다.
줄어들었다.
낮아졌다.
하락했다.
Comparing
A가 B보다 높았다.
A가 B에 비해 많았다.
A는 증가한 반면 B는 감소했다.
Describing the largest/smallest figure
A가 가장 높은 비율을 차지했다.
B가 가장 낮은 비율을 나타냈다.
These expressions make your Question 53 answer sound much more appropriate for written Korean.
10. Question 54: Keep the Same Style Throughout
Question 54 is a longer essay, so maintaining consistency becomes even more important.
For example:
현대 사회에서 환경 문제는 매우 심각하다. 특히 일회용품의 사용이 증가하면서 환경 오염도 심해지고 있다. 따라서 개인과 정부 모두 환경 문제를 해결하기 위해 노력해야 한다.
Notice that the sentences consistently use the plain written style:
- 심각하다
- 심해지고 있다
- 노력해야 한다
Do not suddenly switch to:
환경 문제는 매우 심각합니다.
노력해야 해요.
The main point is consistency.
11. The Mistake I Made
This is the mistake I want you to avoid:
I knew that -다, -ㄴ다, -는다 were the plain declarative endings, but I did not always remember that I needed to maintain this written style throughout my TOPIK 53 and 54 answers.
Because -요 and -습니다/-ㅂ니다 are so common in Korean, it is easy to automatically use them while writing.
For example:
❌
이 방법은 효과적입니다. 또한 많은 사람들이 사용하고 있습니다.
For TOPIK Questions 53 and 54, change it to the plain written style:
이 방법은 효과적이다. 또한 많은 사람들이 사용하고 있다.
The difference may look small, but controlling your sentence style is an important part of producing appropriate TOPIK writing.

For TOPIK Writing Questions 53 and 54, train yourself to recognize the last column immediately.
13. The Golden Rule for Questions 53 and 54
When you finish writing your answer, don’t only check your grammar and vocabulary.
Check your sentence endings.
Ask yourself:
“Am I consistently using the plain declarative written style?”
Look specifically for:
- ❌ -요
- ❌ -습니다/-ㅂ니다
- ❌ mixed sentence styles
- ✅ -다
- ✅ -ㄴ다/-는다
- ✅ -이다/-다
- ✅ -았다/-었다
- ✅ -고 있다
- ✅ -아야/어야 한다
A strong vocabulary range is useful, but if your sentence style is inconsistent, your writing will not sound like properly structured written Korean.
So for your next TOPIK writing practice, make one simple rule:
Questions 53 and 54 = written Korean = plain declarative style.
Master this before worrying about making your sentences more complicated.
